Japan beckons Coimbatore industrialists

According to reports, just as a business delegation from the Indian Chamber of Commerce and Industry (ICCI) has returned from a trip to Japan, a delegation from the Coimbatore District Small Industries Association (Codissia) is now preparing to visit the Land of the Rising Sun.

Apart from underscoring the importance of Japanese investment in India, what is significant is that at the centre of both visits is the SME sector. While ICCI wants the potential opportunities in Coimbatore to be known to the SMEs of Japan, Codissia is largely a representative body of the MSMEs.

Speaking to Business Line today, R. R. Balasundharam, President, ICCI, said the main aim of the visit to Japan was to make the Japanese companies aware of the immense potential in the SME sector.

During their visit, the delegation members addressed seminars in the three key cities of Osaka, Nagoya and Tokyo.

Japanese SMEs appeared to be interested in five areas. These were semiconductors, biomass for power generation, water and waste water management, instruments and sensors and Information Technology (IT).

He said Japanese SMEs in Coimbatore could be offered incubation facility.

The Japanese participants evinced interest in visiting Coimbatore later this year. R. Ramachandran, President, Codissia, is leading a delegation of 30 members to Japan, during which they would visit companies such as Isuzu Motors, Yamazaki Mazak and Toshiba Carrier Corporation.

He believes the visit will offer an insight into the best practices followed by the Japanese companies and this will help ?enhance the competitiveness of MSMEs in the international market.?

He said the Codissia team has planned a visit to the Renewable Energy & PV Japan 2013, Tokyo. This has assumed importance in the context of the efforts taken by the Tamil Nadu Government to tap solar energy for power generation.

Blue Chips Lead, Techs Lag; Google Down Ahead ... - Investors.com

The Dow Jones industrial average and S&P 500 touched fresh highs Thursday but the Nasdaq lagged, weighed down by weak earnings from Intel (INTC) and eBay (EBAY).

The Dow and S&P 500 led the way, rising 0.6% each. The Dow was helped by strong performances from UnitedHealth Group (UNH), Boeing (BA) and Bank of America (BAC). The Nasdaq inched up 0.1%. Preliminary data showed NYSE tracking close to Wednesday's level. Nasdaq volume rose 13%.

In economic news, weekly jobless claims dropped unexpectedly and the latest reading from the Philadelphia Fed's manufacturing survey came in at 19.8, well above the consensus estimate of 9.

In the stock market today, IBD 50 component Nu Skin Enterprises (NUS) continued its rapid ascent, adding 9% after soaring 19% on July 10. Before the open, China gave the company permission to market its personal care products and nutritional supplements in five additional provinces and 30 districts.

Several other stocks in The IBD 50 scored nice percentage gains, including Bally Technologies (BYI), China-based YY (YY) and Grand Canyon Education (LOPE).

Elsewhere, Blackstone Group (BX) continued work on the right side of a base, rising nearly 6%. Before the open, the provider of alternative asset management and financial adviser services reported strong top-line growth with sales up 130% from a year ago to $1.44 billion.

LinkedIn (LNKD) cleared a 12-week base, rising 4%. The buy point was 203.01.

On the downside, Google (GOOG) fell fractionally ahead of its earnings report after the close. Profit is seen rising 7% from a year ago to $10.78 a share. Google recently cleared a flat-base buy point of 920.70 but hasn't made much progress.

After the close, watch for earnings from Athenahealth (ATHN), Chipotle Mexican Grill (CMG), Intuitive Surgical (ISRG) and Microsoft (MSFT).

LG Optimus G2 battery leak reveals it's on par with One and Galaxy S4

We're expecting the LG Optimus G2 to be announced at a special New York event at the start of August, and fresh leaks have now uncovered battery details for the handset.

According to a heavily cropped image - which looks like it's been attacked in Paint with the eraser tool by a two year old - the Optimus G2 will pack a 2540mAh.

If the image, which popped up on Korean site CDPKorea, is to be believed then the battery in question will also be removable like the 2600mAh offering in the Samsung Galaxy S4.

Stuck in the middle

This gives it a slight advantage over the HTC One, as its 2300mAh power pack is locked away under that stunning aluminium chassis.

The same leaked snap also shows the physical keys on the rear of the device below the camera lens - a feature which has appeared in previous leaks as well.

It's not the first time we've seen manufacturers stick buttons on the rear of handsets, just take a look at the Panasonic Eluga for example, but the G2 may be leading the back button fight for flagship phones.

Other rumours point towards the LG Optimus G2 sporting a 2.2GHz quad-core processor, full HD display greater than 5 inches, 2GB of RAM and running Android 4.2 Jelly Bean.

All should become apparent on August 7 however, as LG takes to the stage in New York in an attempt to win us over with its latest smartphone offering.

It would seem that David Beckham?s star is so bright that all the football legend need do is utter a few sentences to generate headlines around the world, and a flurry of activity on social media.

So far today, a fifth (20%) of the UK Twitter population has heard about Beckham following a triple-hitter of media coverage, according to YouGov SoMA.

Top words mentioned alongside David Beckham on Twitter today are: ?sky?, ?united?, ?manchester? and ?baby?.

?Sky? refers to Beckham?s new advert for Sky Sports, which features six different versions of the same suave superstar watching the network?s football coverage in a luxury hotel room.

?United? and ?Manchester? refer of course to Beckham?s alma mater. Becks is on the front of the sports pages today after stating publicly that strike Wayne Rooney should stay at Old Trafford.

Crowder College breaks ground for safe room

WEBB CITY, Mo. (AP) -- Crowder College in southwest Missouri has broken ground on an expansion at its Webb City campus that will include a large room intended to provide the community safety during tornadoes.

The college's new building in Webb City will add a total of 22,000 square feet to the campus and is scheduled to open in fall 2014, The Joplin Globe reported ( http://bit.ly/1bGNv2f ). The groundbreaking for the site was held Tuesday.

The new building will include a 9,000-square-foot safe room able to withstand an EF-5 tornado, which can pack winds of 200 mph. The safe room, which will also be available for classroom space, will be open to the community during tornadoes.

The $6 million cost of the project will be covered by a grant from the Federal Emergency Management Agency, as well as with money from the college's building fund. Webb City businessman Jim Dawson also is leading a fundraising effort to raise $1.5 million in donations for the project

Officials with Crowder College, a two-year community college with about 5,400 students, have said the full project also will include improvements to parking lots and roads.

Webb City is about 25 miles north of Neosho, where Crowder College's main campus is located, and a few miles north of Joplin, which was struck by an EF-5 tornado in 2011. That tornado killed 161 people and destroyed a broad swath of Joplin.

Three quarterbacks drafted in 2012 make the latest installment of our PFT Top 100 countdown.

We probably don?t have to tell you who those three quarterbacks are, and we probably won?t get many arguments about whether they belong on the Top 100 list at all. But the order of the three rookie quarterbacks who took the NFL by storm last season will be good for plenty of argument. The latest rankings begin with a certain tight end whose recovery from back surgery is very important for an AFC contender and also include a wide receiver who left that AFC contender for another AFC contender. You?ll also see three players on the Bears and three on the 49ers.

COLUMBIA, Mo. Nearly half of individuals who are prescribed hearing aids do not wear the devices, previous research has shown. Now, a University of Missouri researcher has received a fellowship that will help her continue her work to increase hearing-aid use among adults with hearing impairments.

Kari Lane, assistant professor of nursing in the MU Sinclair School of Nursing, recently was named a Claire M. Fagin Fellow by the National Hartford Centers of Gerontological Nursing Excellence. Previously, Lane developed an intervention and self-guided workbook that help adults with hearing impairments acclimate to the hearing aids. The fellowship award will allow Lane to test the effectiveness of the intervention and see to what extent it increases adults' hearing-aid use.

Lane said several factors contribute to why some individuals do not use their hearing aids or why they only wear the devices occasionally.

"When adults with hearing impairments begin wearing hearing aids, they hear things that they aren't used to hearing, which can be overwhelming, fatiguing and frustrating," Lane said. "In addition, the cost to purchase and maintain the devices is high, and multiple appointments to fit the hearing aids can also cause stress."

Despite obstacles that prevent individuals from using their hearing aids, the devices give those with hearing impairments an enhanced quality of life that is worth the time and money needed to adjust to the devices, Lane said.

"People think wearing hearing aids makes them old," Lane said. "It's important to reduce the stigma associated with wearing hearing aids so more people use the devices. The sooner individuals receive treatment for their hearing problems, the better their outcomes are."

If the intervention she developed proves effective, Lane said she hopes to train others how to use the workbook and accompanying intervention. Ideally, she would like to train individuals at audiological clinics who could educate and assist persons with hearing impairments as they begin wearing hearing aids so they continue using the devices.

Typhoon Soulik kills three in China - Indiatalkies.com

Beijing, July 15: Typhoon Soulik, the seventh typhoon to hit China this year, killed three people and forced another 20,000 to relocate in south China?s Guangdong province, officials said.

The typhoon brought heavy rains to Guangdong starting Saturday night till Sunday. Two local meteorological stations reported precipitation of over 250 mm in 20 hours, Xinhua cited an official of the Guangdong Meteorological Center as saying.

Torrential rains affected 382,000 people and toppled 1,076 houses in three cities of the province.

The rains also pushed water in some rivers above warning levels.

In Taiwan, Typhoon Soulik left two people dead and over 100 others injured since it hit the island Saturday, authorities said.

The island?s disaster emergency centre said one victim was a police officer who was hit on the head by a falling brick. The other was a 54-year-old woman who fell from the top floor of a building.

Apple to probe death of woman who used iPhone while it was charging

SINGAPORE - Apple is investigating an accident in which a Chinese woman was killed by an electric shock when answering a call on her iPhone 5 while it was charging, the U.S. technology company said Monday.

Last Thursday, Ma Ailun, a 23-year-old woman from China's western Xinjiang region and a flight attendant with China Southern Airlines, was electrocuted when she took a call on the charging mobile telephone, the official Xinhua news agency quoted police as saying on Sunday.

"We are deeply saddened to learn of this tragic incident and offer our condolences to the Ma family. We will fully investigate and cooperate with authorities in this matter," Apple said in an e-mail.

Apple declined to comment on details, such as whether this was an isolated case.

Ma's sister tweeted on Sina's microblog saying that Ma collapsed and died after using her charging iPhone 5 and urged users to be careful, a message that went viral on the site.

In April, Apple apologized to Chinese consumers and altered iPhone warranty policies in its second-biggest market after its after-sales service suffered more more than two weeks of condemnation by the state-run media.

NEW YORK (AP) ? The fearsome bite of a hungry Tyrannosaurus rex left behind new evidence that the famous beast hunted for food and wasn't just a scavenger.

Researchers found a part of a T. rex tooth wedged between two tailbones of a duckbill dinosaur unearthed in northwestern South Dakota. The tooth was partially enclosed by regrown bone, indicating the smaller duckbill had escaped from the T. rex and lived for months or years afterward.

Since the duckbill was alive and not just a carcass when it met the T. rex, the fossil provides definitive evidence that T. rex hunted live animals, researchers say in Monday's issue of the Proceedings of the National Academy of Sciences.

The fossil, from around 67 million years ago, indicates the T. rex bit the duckbill from behind and "intended to take it for a meal," said David Burnham of the University of Kansas, an author of the report.

It's not clear whether there was a chase involved, he said.

Experts who didn't participate in the study said there was already ample evidence that T. rex went after live animals as well as scavenging carcasses. It brought a bone-shattering bite and teeth up to a foot long to each task.

The new fossil is the first to include a T. rex tooth embedded in the bones of its prey, giving "extremely strong physical evidence that the attacker was a tyrannosaur," said Thomas Holtz, Jr., of the University of Maryland.

"It's one other bit of evidence (for hunting) fully consistent with the other data already established from lots and lots of lines of evidence," Holtz said.

You might think a T. rex would take down anything in sight, but Jack Horner of Montana State University said it apparently preyed on the weak, the sick and the young instead.

It makes sense that T. rex also scavenged, said Kenneth Carpenter, curator of paleontology at the Utah State University East Prehistoric Museum.

"If there's a free meal, why not?" he asked. But decay can make carcasses toxic after a while, he said, and "at that point, T. rex is going to have no choice but to hunt."

FOSS Week in Review?Part 1

We?re making up for lost time. We took last week off to celebrate the Fourth (any excuse for a party), so this week you get more bang for your buck. To paraphrase the Doublemint Twins, you get two, two, two weeks in one!

Windows 8 now used by more people than Vista

Something tells us this is a milestone Steve Ballmer wishes we?d keep quiet about, but last week we learned from CNET that Windows 8 is now on more computers than Vista. It took eight months, but as of June, the installed base of Redmond?s latest has now passed that of Vista, probably the least popular operating system in Microsoft?s history.

Mr. Ballmer probably also doesn?t want us reminding you this doesn?t mean that sales of Windows 8 have now outpaced sales of Vista. Although we don?t know for sure, we can only assume that Vista still has more total sales. Remember, Vista was so unpopular that many people bought boxes with Vista, only to take advantage of the rollback feature that allowed users to go back to the future and magically turn Vista into XP. Also, many Vista users immediately upgraded to Windows 7 as soon as it was released, when reviewers pronounced it didn?t suck as bad as Vista.

In other words, more people are using Windows 8 now than are using Vista now, but the Redmond gang probably still has miles left to go before total sales of the OS with the UI formally known as Metro outpaces sales of Vista. Does this mean that Windows 8 is even less popular than Vista? Not according to Mr. Ballmer. He?d like you to know that Windows 8 is like Dan Quayle?still gaining acceptance.

The 8 ball is now the number three OS, behind Windows 7 and XP. Far behind, we might add. According to Net Applications, second place XP currently commands 37.17% of installations compared with 5.1% for Windows 8. If 8 can keep up this pace, they should be able to surpass XP well before the year 2020.

IRS targets open source for denial of nonprofit status

We also learned last week that the Tea Party isn?t the only group being singled-out by the IRS for special treatment. According to an article published by Wired, documents released by Congress disclose that since 2010 or before, the IRS has given special scrutiny to applications from open source organizations for nonprofit status.

?According to the documents, open source projects have been flagged by the tax agency?s Be On the Look Out, or BOLO, list. This means they received extra scrutiny from the IRS ? just like the Tea Party, some progressive organizations, and medical marijuana groups ? when they applied for certain types of federal nonprofit status.?

Evidently the IRS is concerned that some open source projects are in fact merely software vendors. According to a former IRS field agent with personal experience dealing with OSS projects who emailed Mother Jones regarding this matter:

?Fundamentally, it?s the same story that the Tea Party organizations have faced: the IRS has a reasonable question about the legitimacy of some of these groups, but they lack the resources to actually resolve those questions, so instead they just cast a massive net and catch everyone. The fact that this is hitting something as nonpartisan as software organizations should really drive home the point that this is all driven by structural problems at the IRS, rather than political scare tactics.?

Bradley Kuhn, Executive Director of Software Freedom Conservancy, says the IRS might be stuck between the proverbial rock and hard place. He points out there are many open source projects that don?t really qualify for nonprofit status. However, he adds, ?They?ve painted a lot of different types of organizations with a broad brush, in part because I don?t think they really understand how open source and free software work.?

Meanwhile, the IRS is promising to do better job in the future. We?ll see?

Another Finnish startup to offer $1,300 Android phone

Here?s an item that might upset the apple cart, especially for those of you who like to think of Android as the iPhone?s cheaper sister. It seems that another group of laid off Nokia employees has gotten together to form a smartphone company. Sixteen out-of-work Nokia folks have formed Adaia and plan to bring a line of phones running Android to market sometime next year. When they are launched, don?t expect to pick one up on the cheap when you sign a two year contract, as these babies are going to be priced from $1,300 on the low end to $6,500 on the high end.

You might ask what you get for that kind of dough. Like Will Rogers, all we know is what we read on Engadget, and all they can tell us is something about ?extra ruggedness and durability as well as potential satellite connectivity.? There aren?t any pictures yet, but we understand they?ll feature a 4.8? screen and will have the ability to hot swap batteries without the need to power down. They?ll also be heavy, weighing in at about a half pound.

Pac-12 eyes regular season games in China

Pac-12 commissioner Larry Scott's expansion dreams aren't finished. No, the conference isn't trying to add another team. Scott is looking across the Pacific Ocean to China to help expand the conference's brand.

This is the second year of Scott's long-term effort to increase the Pac-12's presence in Asia. This summer, four groups from the conference will -- or have -- made trips to China. A conference All-Star volleyball team was the first to take the journey, spending 13 days there.

Scott said in a telephone interview Tuesday that he expected the Pac-12 to play regular season games in China within the next few years, and that he hoped the league's cable network would someday be available there.

"That's the next step," the Pac-12 commissioner said. "That's something we will be evaluating this summer. Taking the next step would be a regular season men's basketball game in China. Whether that's a non-conference game early in the season or during holiday time. There's a robust fan base for basketball in China, 300 million basketball fans.?

Scott said the earliest such a game would happen would be the 2014-15 regular season.

Arizona State's men's basketball team and Cal's women's basketball program will head across the Pacific next month to play a series of exhibition games against Chinese teams. UCLA went over to China last summer in the first step of the conference's initiative.

Finally, a delegation of coaches -- led by Oregon State men's basketball coach Craig Robinson -- will conduct clinics for Chinese coaches in August.

"The ultimate goal is to build the brand of the schools in China and to develop other opportunities more broadly," the Pac-12 commissioner said. "That's tied to our philosophy of universities. Schools are looking at that when they think about globalization.?

USC coach Mick Haley led the All-Star volleyball team on its trip earlier this month. The former U.S. national team coach loved the experience, returning to China for the first time in 15 years.

"I was worried that we wouldn't be competitive," Haley said. "They have 100,000 club teams and the whole country understands the game of volleyball. I was tremendously encouraged and surprised how well all the kids performed under pressure.?

While the All-Star team didn't win any matches against the No. 1, 4 and 7 teams in the Chinese professional league, they were competitive.

"We were competitive with some of their best teams," Haley said. "It's a good sign if we got to the point in the future where we bring the best players and have the training time to put it together. It could be a made-for-TV kind of event -- China vs the U.S.?

Haley said he would be "extremely interested and excited" to play a regular season match in Asia if the opportunity presented itself.

"I like the idea. China is trying to copy our university system below the pro league. They are testing it out and see if they can move in that direction also. It would be great to have some sort of tournament with some of our teams and their teams playing each other.?

Cal coach Lindsay Gottlieb seconded the idea. Her squad will be heading to China from Aug. 17-26.

"I'm up for anything that's going to help our game, be cutting edge. Larry Scott has visions greater than the visions what we see right now. We want to be the premiere women's basketball program and if we could play a game in Asia, I'd be the first to raise my hand.?

How Will Supreme Court Decision in Koontz Impact Land Use Policy ...

In a decision that many believe will have broad implications for how land-use agencies obtain concessions from landowners who wish to develop their property, the U.S. Supreme Court last month sided with a Central Florida property owner who challenged the terms of a state-issued development permit for wetlands property he owned. The 5-4 decision in Koontz v. St. John?s River Water Management District overturned a Florida Supreme Court decision that found in favor of local regulators and against the landowner.

In this case, Coy Koontz sought to develop a portion of 15 acres of property, which included some wetlands. He proposed to develop 4 acres of the property and offer the remaining 11 acres as a wetlands conservation area. The local Water Management District, however, refused to approve his project unless he made additional concessions. The St. John?s River Water Management District offered Koontz two options: either limit his development to 1 acre and devote the remaining 14 acres to wetlands preservation, or pay for off-site mitigation of 50 acres of wetlands elsewhere in the district. Koontz thought these conditions excessive, so he sued under a state law permitting him to seek damages. The Florida Supreme Court held that Koontz did not have a claim because existing court standards limiting local land use authority did not apply to the denial of permits or to monetary concessions.

Prior to the Koontz case, courts did not give heightened scrutiny to the denial of land use permits or the imposition of monetary concessions on developers by land use authorities. Heightened scrutiny had been limited only to??title exactions,? which are are a requirement that an easement or title to some of the property be dedicated to the public, such as a conservation easement to preserve a wetlands area. In?Nollan?v. California Coastal Commission,?the Court?established that title exactions must bear an ?essential nexus? to the harm prevented, meaning land use authorities cannot require title exactions which are unrelated to the negative impacts created by a development.?In?Dolan v. City of Tigard, the Court found that exactions??imposed must be ?roughly proportional? to the adverse impact of the project on the community. The?Koontz?decision extends those standards?to include not just title exactions, but also permit denials and monetary exactions by land use authorities.

In writing?the opinion for the majority, Justice Samuel Alito reasoned that the fact that the State did not actually take any property from the landowner was not the only consideration in determining the outcome, stating that ?extortionate demands for property in the land-use permitting context? would also violate the Fifth Amendment protections afforded by the Constitution.? While accepting the government?s authority to use wetlands mitigation requirements in public policy, the majority opinion demands a heightened scrutiny of land-use decisions affecting developers.?The four dissenting Justices disagreed with respect to the monetary exaction issue. ?In their view, money is not property for purposes of?Nollan; thus, monetary exactions?unlike land exactions?are not subject to scrutiny under that decision. ?The dissenters worried that giving heightened scrutiny?to monetary exactions?is likely to result in a substantial amount of additional litigation that could undermine local efforts to regulate land use.

The Koontz ruling is sure to impact land use policy, but its not entirely clear how. At face value, it appears to be a victory for landowners and developers, who may now be relieved of some excessive development impact fees and unreasonable permit denials. However, some worry that this could also lead to some negative impacts for developers and local governments alike. In a New York times editorial, Vermont law professor John Echeverria argued that

?..the decision will very likely encourage local government officials to avoid any discussion with developers related to permit conditions that, in the end, might have let both sides find common ground on building projects that are good for the community and environmentally sound. Rather than risk a lawsuit through an attempt at compromise, many municipalities will simply reject development applications outright ? or, worse, accept development plans they shouldn?t.?

On the land use law and zoning blog Law of the Land, law professor John Nolon predicts a similar effect on the land use decision-making process over the short term:

?Post-Koontz?the land use decision-making process, which has been characterized by give-and-take negotiations among applicants, affected stakeholders, and land use boards, is also subjected to doubt. Under the majority?s decision and using its terminology,?suggestions?that the applicant modify the proposed project to mitigate environmental conditions or enhance its sustainability are potentially unconstitutional conditions that will be subjected to higher scrutiny and that can result in monetary damage awards against state and local agencies.? This consequence of?Koontz?will impose a near-term chill on the land use decision making process to the detriment of communities and developers.? Lawyers for land use boards will be extraordinarily cautious about authorizing discussions about project modifications that will be more beneficial to the community. The twin prospects here are that more projects may be simply turned down or inferior projects approved.?

However, an amicus curiae brief filed by a group of national real estate associations (including NAHB, NAIOP, BOMA, NAR, and others) argues that ?the sky will not fall if the government cannot coerce citizens to pay for public improvements for which they did not create the need.? In arguing for a decision which closely matched the Court?s ultimate ruling, the brief concluded with this quote from Harvard Law Professor Frank Michelman:

?any measure which society cannot afford, or putting it another way, is unwilling to finance under conditions of full compensation, society cannot afford at all.?

Funds from the initiative, dubbed Power Africa, will be distributed over the next five years. Obama made the announcement during his trip to South Africa , the continent?s biggest economy. ?Access to electricity is fundamental to opportunity in this age. It?s the light that children study by, the energy that allows an idea to be transformed into a real business. It?s the lifeline for families to meet their most basic needs, and it?s the connection that?s needed to plug Africa into the grid of the global economy,? he said. Dillard University?in New Orleans, LA is the Foundation?s School of the Month for July which is part of its on-going effort to help keep students in historically black colleges and universities.

The?Hercules Scholarship?is named after Joyner?s father, the late?Hercules Joyner, who was a strong supporter of higher education. To be a candidate for the scholarship, students must be male, attend a Foundation??School of the Month?,?have a grade point average of at least 3.5, and be a campus leader involved in the community with a career goal toward making a difference in the quality of life for his race. The scholars each receive a scholarship grant of $1,500 that is paid directly to their school to help offset their college expenses.

Founded in 1998, the Tom Joyner Foundation (http://tomjoynerfoundation.org) has focused on its primary mission of helping to keep students enrolled in Historically Black Colleges & Universities (HBCUs). July 4th fireworks scrapped at a number of bases

WASHINGTON (AP) ? The Fourth of July won't have a patriotic boom in the sky over some military bases because budget cuts and furloughed workers also mean furloughed fireworks.

Independence Day celebrations have been canceled at the Camp Lejeune Marine Corps Base and at the Army's Fort Bragg, both in North Carolina. The annual July Fourth celebration also has been scrapped at the Marine Corps Logistics Base in Albany, Ga.

The reason is money ? namely the lack of it.

The failure in Washington to follow up a 2011 budget pact with additional spending cuts meant $85 billion across-the-board cuts that began in March. Budgets tightened, the military took a major hit and many federal workers absorbed pay cuts through forced furloughs.

When the decision was made to forgo fireworks at Camp Lejeune, the commanding general, Brig. Gen. Thomas Gorry, said the cancellation would "ensure that we can mitigate the fiscal challenges we are currently facing."

Last year's Independence Day at the base cost about $100,000, including $25,000 for the fireworks. The big issue is paying the overtime to personnel for security, transportation, logistics and safety. Base officials said they couldn't justify paying overtime when federal workers are losing pay while furloughed.

Brandy Rhoad Stowe says the fireworks at Camp Lejeune always were spectacular, and she said that she and her kids, ages 3 and 9, will miss them this year.

"I know fireworks might seem silly to other people," Stowe said in an interview. "But what is the Fourth of July without fireworks?"

Her husband is a master gunnery sergeant with seven combat deployments in Iraq and Afghanistan since 2001.

Stowe says she understands the budgets cuts but still feels a little shortchanged.

"It's just a bummer for the kids," she said. "It's like the Grinch stealing Christmas."

Marines and their families at Lejeune will instead be able to participate in some free activities ? golf, bowling, skeet shooting, archery and movies.

Other bases that are canceling ceremonies to mark the nation's birthday:

?Shaw Air Force Base in South Carolina, where the annual Jammin' July 4th put on by the 20th Fighter Wing at Shaw and local city and county officials has been scrapped. The base plans a smaller "freedom bash" on July 3 with pool games, face painting and bouncy castles.

?The Joint Base Pearl Harbor-Hickam in Hawaii, which is scaling back by canceling the fireworks and instead hosting a daytime celebration featuring the Pacific Fleet Band and the Air Force Band of the Pacific.

?New Jersey's Joint Base McGuire-Dix-Lakehurst.

Ariz. wildfire kills 19 firefighters

YARNELL, Ariz. (AP) ? An elite crew of firefighters trained to battle the nation's fiercest wildfires was overtaken by an out-of-control blaze in Arizona, killing 19 members as they tried to protect themselves from the flames under fire-resistant shields.

It was the most firefighters killed battling a wildfire in the U.S. in decades.

The lightning-sparked fire, which spread to at least 2,000 acres amid triple-digit temperatures, also destroyed 200 homes and sent hundreds fleeing from Yarnell, a town of about 700 residents about 85 miles northwest of Phoenix. Residents huddled in shelters and bars, watching their homes burn on TV as flames lit up the night sky in the forest above the town.

The disaster Sunday afternoon all but wiped out the 20-member Hotshot fire crew based in nearby Prescott, leaving the city's fire department reeling.

"We grieve for the family. We grieve for the department. We grieve for the city," Prescott Fire Chief Dan Fraijo said at a news conference Sunday evening. "We're devastated. We just lost 19 of the finest people you'll ever meet."

The National Fire Protection Association website lists the last wildland fire to kill more firefighters as the 1933 Griffith Park fire of Los Angeles, which killed 29. The most firefighters ? 340 ? were killed in the 9/11 terrorist attacks in New York, according to the website.

Most people had evacuated from the town, and no injuries or other deaths were reported.

Hotshot crews go through specialized training and are often deployed soon after a fire breaks out. Sometimes they hike for miles into the wilderness with chain saws and backpacks filled with heavy gear to build lines of protection between people and fires. They remove brush, trees and anything that might burn in the direction of homes and cities. This crew had worked other wildfires in recent weeks in New Mexico and Arizona.

As a last-ditch effort at survival, Hotshot crew members are trained to dig into the ground and cover themselves with the tent-like shelter made of fire-resistant material, Fraijo said. The hope in that desperate situation is that the fire will burn over them and they will survive.

"It's an extreme measure that's taken under the absolute worst conditions," Fraijo said.

Nineteen fire shelters were deployed, and some of the firefighters were found inside them, while others were outside the shelters, Mike Reichling, Arizona State Forestry Division spokesman, told the Arizona Republic.

Prescott, which is more than 30 miles northeast of Yarnell, is home to one of 110 Hotshot crews in the United States, according to the U.S. Forest Service website. The unit was established in 2002, and the city also has 75 suppression team members.

In 1994, the Storm King Fire near Glenwood Springs, Colo., killed 14 firefighters who were overtaken by a sudden explosion of flames.

President Barack Obama called the 19 firefighters heroes and said in a statement that the federal government was assisting state and local officials.

"This is as dark a day as I can remember," Gov. Jan Brewer said in a statement. "It may be days or longer before an investigation reveals how this tragedy occurred, but the essence we already know in our hearts: fighting fires is dangerous work."

Brewer said she would travel to the area on Monday.

As the blaze spread, people started fleeing, including Chuck Overmyer and his wife, Ninabill. They were helping friends leave when the blaze switched directions and moved toward his property. They loaded up what belongings they could, including three dogs and a 1930 model hot rod on a trailer.

As he looked out his rear view mirror he could see embers on the roof of his garage.

"We knew it was gone," he said.

He later gathered at the Arrowhead Bar and Grill in nearby Congress along with locals and watched on TV as he saw the fire destroy his house.

Two hundred firefighters were working on the fire Sunday, and several hundred more were expected to arrive Monday.

The fire has forced the closure of parts of state Route 89. Fire crews had no containment late Sunday.

The Red Cross has opened two shelters in the area ? at Yavapai College in Prescott and at the Wickenburg High School gym.
