MEXICO CITY (AP) ? Rescuers searched the rubble for survivors and authorities promised a thorough investigation after an office building blast killed 25 people and injured 101 at the headquarters of Mexico's state-owned oil company, Petroleos Mexicanos.

The cause of the basement explosion in an administrative building next to the iconic, 51-story Pemex tower in Mexico City remained a mystery early Friday, with President Enrique Pena Nieto urging people not to speculate. Theories ranged from an electrical fire to an air conditioning problem to a possible attack.

"We have no conclusive report on the reason," Pena Nieto told reporters. "We will work to get to the bottom of the investigation to find out, first, what happened work, and if there are people responsible in this case, that we apply the full weight of the law against them."

Some 46 people remained hospitalized after the Thursday afternoon blast, some gravely injured and others with cuts, fractures and burns. Authorities said the dead were 17 women and eight men.

More than 500 firefighters, soldiers and rescue workers dug through chunks of concrete with dogs, trucks and a Pemex crane.

Interior Minister Miguel Osorio Chong said it was uncertain if any of the roughly 10,000 people who work in the five-building headquarters were still trapped, but that the search would continue. The explosion occurred at about 3:45 p.m., just as the administrative shift was about to end. It hit the basement and first two floors, which rescuers said all collapsed onto each other.

"There is a lot of risk," rescuer German Vazquez Garcia said of working on the site.

Pemex first said it had evacuated the tower and 14-story administrative building because of a problem with the electrical system. The company later tweeted that the Attorney General's Office was investigating the explosion.

Ana Vargas Palacio was distraught as she searched for her missing husband, Daniel Garcia Garcia, 36, who works in the building where the explosion occurred. She said she last talked to him a couple hours earlier.

"I called his phone many times, but a young man answered and told me he found the phone in the debris," Vargas said. The two have an 11-year-old daughter. His mother, Gloria Garcia Castaneda, collapsed on a friend's arm, crying "My son. My son."

Gabriela Espinoza, 50, a Pemex secretary for 29 years, was on the second floor of the tower when she said she heard two loud explosions and a third smaller one.

"There was a very loud roar. It was very ugly," she said.

Espinoza's co-worker, Tomas Rivera, 32, worked on the ground floor where the explosion occurred and said the force knocked him to the basement, fracturing his wrist and jaw. The injured were taken to two Pemex hospitals and other facilities, including the Red Cross hospital in the Polanco neighborhood near the oil company's office headquarters, where relatives huddled in the waiting room for news of their loved ones. Some walked out of meetings with the hospital social worker joyous, while others came out crying.

"We were talking and all of sudden we heard an explosion with white smoke and glass falling from the windows," said Maria Concepcion Andrade, 42, who lives on the same block as the Pemex building. "People started running from the building covered in dust. A lot of pieces were flying."

Streets surrounding the building were closed as evacuees wandered around, and rescue crews loaded the injured into ambulances.

Pemex, created as a state-owned company in 1938, has nearly 150,000 employees and in 2011 produced about 2.5 million barrels of crude oil a day, according to its website, with $111 billion in sales. Pena Nieto, who took office in December, has made Pemex reform the center of his platform, with a plan to pump new investment into a company whose profits feed much of Mexico's federal budget, but which has fallen behind other oil companies in production, technology and exploration.

Shortly before the explosion, Operations Director Carlos Murrieta reported via Twitter that the company had reduced its accident rate in recent years. Most Pemex accidents have occurred at pipeline and refinery installations.

A fire at a pipeline metering center in northeast Mexico near the Texas border killed 30 workers in September, the largest-single toll in at least a decade for the company.

Britain to Argentina: No Falklands talks without locals

LONDON (Reuters) - Britain told Argentina on Friday it was unwilling to discuss the disputed status of the Falkland Islands unless talks included the local pro-British authorities there too, deepening a diplomatic spat over the South Atlantic archipelago.

Britain set out its position after visiting Argentine Foreign Minister Hector Timerman rejected a London meeting with his British counterpart William Hague on Thursday because he objected to the presence of Falkland islanders.

"We're disappointed by the decision," a spokeswoman for British Prime Minister David Cameron said, referring to Timerman's refusal to meet Hague and the Falklanders.

"The position is that we're not prepared to talk over the heads of the Falkland islanders about matters that directly affect their status as a British overseas territory or indeed their economy or any other issues."

The two countries fought a 10-week war in 1982 over the Falklands, which are part of Britain's self-governing overseas territories, but which Argentina calls Las Malvinas and claims as its own. Britain won, but Argentina began to press its claim again last year after oil exploration began in local waters.

Referring to the Falklanders as "settlers", Timerman said only a bilateral meeting between Argentina and Britain would be acceptable and invited Hague to Buenos Aires to discuss the Falklands face-to-face.

But Cameron's spokeswoman said that Britain's position over the Falklands and over any talks relating to it was based on the principle that the Falklanders should be involved. She said Hague's offer of talks still stood if Timerman changed his mind.

"It's up to the Falklands and the Falkland islanders how they want to run themselves. They choose to be British and it's their right to self-determination and that's enshrined in a U.N. charter," she said.

Separately, a statement from the British Foreign Office said the government remained "concerned about the Argentine government's behaviour" towards the islanders.

President Cristina Fernandez last year marked the 30th anniversary of the Falklands war with a diplomatic campaign to assert her country's sovereignty claim.

In 1982 Argentine forces seized the Falklands, but a naval task force and ground troops dispatched by then prime minister Margaret Thatcher recaptured the islands.

London has refused to start talks on sovereignty with Buenos Aires unless the roughly 3,000 islanders, known as "Kelpers", want them. The islanders show no signs of wanting to break with Britain and are expected to affirm as much in a referendum due to be held in March.

The dispute has not deterred British energy companies from exploring on the islands, which are expected to start producing their first oil in 2017.

500 Startups is preparing for its Spring 2013 batch of startups eager for mentorship and a bit of seed funding, but this time it says it?s doing things a bit differently. For the first time,?the startup accelerator is going to modify its application model? and accept 100% open applications. In doing so, any company interested will need to apply using its AngelList profile.

The rules started to change last September when 500 Startups announced that it was deviating from its referral model and would accept a few startups through an open application. Previously, only those who were referred from someone within ?the network? of previous startups, mentors, or investors had a shot at being accepted. In looking at its latest accelerator batch, 500 partner Dave McClure told us that in the past ?it felt like people were trying to reach us and we weren?t making it easy being referral only.? While the company is accepting open applications from outside its network, it isn?t completely abandoning its referral model.

Christine Tsai, another 500 partner, tells us that in the current class, eight companies were selected through applications received through AngelList (less than 2 percent). The majority of the class came from referrals.

500 believes that by having a completely open application process, it will be able to expand its networks and meet new startups and founders everywhere. It tells us that it is encouraging all prospective startup applicants to use AngelList.

Beginning today, startups can apply for a spot at the accelerator. With a recruitment theme reminiscent of??Star Trek?, it states the objectives should be:

Take your startup to the farthest edges of the galaxy with funding from 500, an amazing community of fellow founders and mentors, an incredible workspace in the heart of Silicon Valley, and much much more. Your time in our cadet training program will culminate in Demo Days, which are a chance for you to showcase your company to some of the biggest, most influential investors in the universe.

When it comes down to what 500 is looking for, it says the following are things it considers:

  • Companies with traction:?Those who are eager to come to Silicon Valley to connect with mentors, distributors, investors, or other partners
  • Companies without traction: Those with a functional prototype, usage, or customers, and a ?reasonable idea on how to make money?
  • International presence: 500 is interested in ensuring that half of its accelerator batch is from outside the United States
  • Fits one of the investment themes it?s passionate about: Consumer & commerce, family tech, education, video content & infrastructure, language, mobile/tablet, financial services, food tech, and small- to medium-sized businesses
  • Fits its investment criteria: Does the product solve a problem for a specific target customer? Is the startup a capital-efficient business and operational with less than $1 million in funding? Does it have primarily an Internet-based distribution ? search, social, mobile, or local?
  • Has diversity: It?s looking for talented women founders, founders from outside Silicon Valley, etc.
  • Referrals from the 500 network: While companies may not need to apply through a referral process, a strong endorsement from an insider would help

Like similar classes, 500 says that its investment structure will give each company $50,000 for 5% equity, with ?slightly different structures? for those who?ve raised $250,000 or more.

The application process runs through March 1 and accepted companies will be notified, at the latest, the week of March 25. The first day of the program will ?likely be? April 15.

The increasing incidence of allergic skin diseases, and the accompanying economic burden and heightened risk of developing other allergic conditions, have spurred researchers to look for better ways to control these immune system-based disorders.

Atopic dermatitis, more commonly called eczema, now affects 10 to 20 percent of children in the United States and direct health-care costs exceed $3 billion, according to the National Institute of Arthritis and Musculoskeletal and Skin Diseases. What's more, up to 50 percent of children with atopic dermatitis will develop other allergic diseases, including asthma, a phenomenon termed the "allergic march," the gradual acquisition of co-existing allergic diseases.

David Artis, Ph.D., associate professor of Microbiology, and Brian Kim, M.D., clinical instructor of Dermatology, from the Perelman School of Medicine, University of Pennsylvania, have identified a previously unknown critical role for a recently identified immune cell population in the progression of atopic dermatitis. They describe their findings in the latest issue of Science Translational Medicine.

The team found an accumulation of innate lymphoid cells (ILCs) in the active lesions of patients with atopic dermatitis. Using a mouse model of atopic dermatitis they also showed that mouse ILCs contribute to disease progression. These studies suggest innate lymphoid cells may be a new therapeutic target in treating the development and severity of atopic dermatitis.

Under the Skin

"Like foot soldiers protecting the skin barrier from onslaught, innate lymphoid cells are present in healthy skin and we would predict that these cells play a role in maintaining normal tissue function and perhaps in protecting against microbes on this barrier," says Artis. "However, in chronic inflammatory diseases like atopic dermatitis, unchecked innate lymphoid cell responses can promote inflammation."

Kim adds, "A potential consequence of our more hygienic environment is that immune cells may be left somewhat redundant and so contribute to the increasing incidence of allergic diseases like eczema."

Many studies before the current one in STM have identified immune pathways that activate ILCs in such other tissues as the intestine and lung. "An unexpected finding of the current study is that innate lymphoid cells in the skin appear to be activated and regulated by different pathways," says Kim. "These findings suggest that tissue-specific local signals may regulate their function. This finding may also offer therapeutic potential to selectively target innate lymphoid cells in certain tissues, especially for limiting disease severity."

At present, the first-line therapy for atopic dermatitis remains topical steroids. Unlike other inflammatory diseases like psoriasis and arthritis that can be treated with modern biologic-based therapies, there are no targeted biologic therapies that are approved for use to treat atopic dermatitis.

"Our findings give us hope that new biologic therapies may be designed to treat atopic dermatitis in the future," says Artis.

These studies are part of a new collaboration between basic scientists in Penn's Department of Microbiology and Institute for Immunology, along with clinicians at Penn's Department of Dermatology. These studies are supported by the National Institutes of Health's Clinical and Translational Science Award program, which is administered through Penn's Institute for Translational Medicine and Therapeutics.

Google Science Fair 2013 kicks off, uses Hangouts to help inventive teens (video)

The Google Science Fair began in 2011 as a way to spur a love of science among teens and, just possibly, spark a few breakthroughs for science as a whole. It's back for a third year, and there's big improvements to both the competition's technology and rewards. The 2013 Fair will have Google+ Hangouts on Air for help and motivation, as well as to introduce us to the 15 finalists during the vote for a public-chosen award in August. The early talks will include Segway pioneer Dean Kamen and sea explorer Fabien Cousteau, among others. Finalists once again get prizes from Google itself, Lego, National Geographic and Scientific American, but there's extra bonuses this year for the grand prize winner: along with the $50,000 scholarship, Galapagos Islands trip and other individual gifts, the winner's school will get both $10,000 and a Hangout session with CERN. Young inventors have until the end of April 30th to submit their projects, and we'll learn about the very cream of the crop on September 23rd.

We love webinars. Public speakers and other small business people love doing them and people love watching them. Why? Because they are visually interesting and dynamic. The marriage of an audio presentation and powerpoint presentation brings the live seminar feel to the small screen.

Most of us have seen a webinar or two. They usually start out with good, high-value content and then lead to a pitch for a product or training at the end. Most people know the pitch is coming and put up a wall of sales resistance in their minds. Proper content and clever sales closes help relieve the resistance and open them up to buy.

A?'no pitch' webinar is a bit different. The presenter states up front that there will be no pitch for a product; no selling at all, just good content. You're 'helping' them with a problem in an email or phone call and then prompting them to work with you while they are captive. This works great with more expensive training such as a mentorship program, where you need the one-on-one interaction between just you and your client.
