Russia claims killer demands Pussy Riot freed

MOSCOW (AP) ? The bodies of two slain women were found in Russia beneath a scrawled message demanding freedom for the jailed members of the Pussy Riot band, officials said Thursday.

While a Russian investigator cautioned that the killer was possibly trying to mislead police by drawing attention to the punk provocateurs, the alleged link between a killer and anti-Putin protesters was immediately seized upon by Russian media and pro-Kremlin publicists.

Some publications ran headlines claiming that Pussy Riot supporters "committed" or "inspired" a double homicide. The coverage was full of the mostly negative terms used by Kremlin-friendly television networks and media in their coverage of the protesters' trial.

A Moscow court earlier this month sentenced three Pussy Riot members to two years in jail for performing a "punk prayer" against President Vladimir Putin at a Moscow cathedral in February. The trial, widely seen as Kremlin-orchestrated, caused an international furor, with celebrities such as Paul McCartney urging Russian authorities to free the band.

The jailed band members' attorney said on Twitter that "what happened in Kazan is horrible," calling the case "either a horrendous provocation or a psychopathic" case.

"I am sorry that some freaks are using Pussy Riot's band name," Nikolai Polozov was quoted by the Interfax news agency as saying.

Russia's Investigative Committee said the women, aged 76 and 38, were killed late last week in their apartment in the central city of Kazan with the words "Free Pussy Riot" written on the wall in English, "presumably" with blood.

The substance has not yet been confirmed, it said in the statement.

The agency did not provide the women's names or reveal details about their occupations or whether they had any connection to the band. The Russian tabloid Lifenews quoted an unnamed investigator as saying their faces and bodies were disfigured by multiple stab wounds.

An investigator in Kazan said the murderer was either psychotic or a drug addict who was trying to cover up the crime by attributing it to the band's supporters.

The killer "was trying to avoid suspicion" by misleading police, investigator Andrey Sheptitsky said in televised remarks.

That sense of caution was ignored by many Russian media outlets.

Kristina Potupchik, a pro-Putin blogger and former spokeswoman for a militant youth group known for its violent pranks against opposition and Kremlin critics, said in a post that the band's supporters "will not get away" after the killing. She also compared them to U.S. mass murderer Charles Manson, who also used the blood of his victims to write on the walls of their houses.

The leader of an Orthodox youth group that has accosted and assaulted Pussy Riot supporters claimed that they are capable of committing "any" crime.

"The infernal force that drives them hates God, believers and humankind in general," Dmitry Tsorionov told Interfax on Thursday. "These people are capable of committing any crime, and nothing but force and law can stop them."

The country's dominant Orthodox Church has called the band's stunt sacrilegious but hundreds of artists, musicians and other intellectuals have signed petitions urging authorities to free them.

Several wooden crosses that stood outside Orthodox churches in Russia and neighboring Ukraine have been toppled by people who have claimed to be the band's supporters.

The band's manager and the husband of one of the jailed rockers, however, said the band disapproved of the vandalism.

A poll released Thursday by the state-run VTsIOM polling agency showed that one-third of Russians considered the two-year jail sentence for the band members too harsh, while another 31 per cent found it appropriate. The survey questioned 1,600 people nationwide on Aug. 25-26 and gave a margin of error of 3.4 percentage points.

Philippines business process outsourcing activities | Tempo - News ...

Manila, Philippines ? THE report that the United States has rejected an anti-outsourcing bill comes as a welcome development for the Philippine business process outsourcing (BPO) industry. It is a win-win proposition for both Philippine and American companies. Outsourcing business services to the Philippines helps make American companies more competitive and profitable, says the Business Process Association of the Philippines (BPAP), the umbrella association for the information technology (IT)-BPO, serving as one-stop information and advocacy gateway for the industry.

Citing studies, BPAP said ?outsourcing has little impact on job losses; instead, outsourcing can free up resources to create more jobs at home.? A study of the hiring practices of 2,500 US multinationals showed that for every job outsourced, nearly two new jobs are created in the US.

The IT-BPO industry in the Philippines has had robust growth; it recorded $11 billion investments and increased 638,000 jobs in 2011, on track to meet its fiveyear target of generating $25 billion revenues by 2016. This year, the goal is to produce 126,000 new jobs and generate $2 billion in extra revenue.

The Philippines holds a major portion of global outsourcing market, due to the English proficiency of Filipinos. Call centers in the Philippines count among its clients several giant multinationals. Pharmaceutical firms outsource their medical transcriptions in the country. The government offers tax incentives to BPO firms, including value-added tax and income tax exemption.

(AP) ? Making up for lost time, Republican delegates streamed into their storm-delayed national convention Tuesday to certify Mitt Romney's nomination for the White House and tear into his Democratic foe in a close presidential race in dreary economic times.

The criticism and mocking of President Barack Obama began almost instantly from the podium at a convention postponed once and dogged still by Hurricane Isaac. He's "never run a company. He hasn't even run a garage sale or seen the inside of a lemonade stand," declared Reince Priebus, chairman of the Republican Party.

Ann Romney's speech was scripted as a prime-time highlight, an appearance meant to cast her multimillionaire-businessman-turned-politician husband in a soft and likable light before a national TV audience.

Aides said Romney would be in the hall when she spoke.

Opinion polls made the race a close one as the Republicans' days of pageantry and speechmaking began in earnest, and the man tapped to deliver the keynote address set the stakes.

"Conventions are always huge for a challenger, because they're the ones introducing themselves" to the voters, said New Jersey Gov. Chris Christie.

Romney and his wife flew to the convention city in late morning. Rep. Paul Ryan of Wisconsin, vice presidential running mate, flew in on a separate charter with his family.

Convention planners squeezed two days of speeches and other convention business into one after scrapping Monday's scheduled opener because of fears that Isaac would make a direct hit on the Florida Gulf Coast.

That threat fizzled, but it was instantly replaced by another ? that Republicans would wind up holding a political celebration at the same time the storm turned its fury on New Orleans, devastated almost exactly seven years ago by Hurricane Katrina.

Romney's convention planners said they were in frequent contact with weather forecasters, but they declined to discuss what contingency plans, if any, they had to accelerate plans for him to deliver a formal acceptance speech Thursday night.

"This is obviously the biggest speech of my life," Mrs. Romney said as she visited the custom-made podium to prepare for her remarks.

Ratification of a party platform was prelude to Romney's nomination, a document more conservative on abortion than the candidate.

On economic matters, it backs extension of the tax cuts enacted in 2001 and 2003 and due to expire at year's end, without exception. It also calls for an additional 20 percent reduction in income tax brackets that Romney favors.

In a time of 8.3 percent unemployment and the slowest economic recovery in the post-World War II era, that went to the crux of the campaign for the White House.

By contrast, Obama wants to allow existing tax cuts to expire on upper income taxpayers, and has criticized Romney's overall economic plans as a boon to millionaires that would raise taxes on the middle class.

The GOP platform also pledges that a Republican-controlled Congress will repeal, and Romney will sign, legislation to repeal the health care legislation Obama won from a Democratic-controlled Congress. So, too, for the measure passed to regulate Wall Street in the wake of the 2008 economic collapse.

On abortion, the platform says, "The unborn child has a fundamental individual right to life which cannot be infringed."

Romney opposes abortions, except in cases of rape, incest, or when "the health and life of the mother" are at stake, he said in a convention week interview.

Obama, who accepts renomination at the Democratic National Convention in Charlotte, N.C., next week, campaigned in Iowa Tuesday as he set out on a tour of college campuses in battleground states in hopes of boosting voter registration among college students.

Before departing the White House, he made a point of appearing before reporters to announce the government's latest steps to help those in the way of Isaac. He signed a declaration of emergency for Mississippi and ordered federal aid to supplement state and local storm response efforts in the state.

His surrogates did their best to counter Romney and the Republicans.

Los Angeles Mayor Antonio Villaraigosa, dismissing GOP attempts to woo Hispanic voters, said, "You can't just trot out a brown face or a Spanish surname and expect people are going to vote for your party or your candidate." He added, "This is a party with a platform that calls for the self-deportation of 11 million people."

Hispanics strongly favor Obama, according to public polls, and Romney and his party have been seeking to win a bigger share of their votes by emphasizing proposals to fix the economy rather than ease their positions on immigration.

Female voters, too, prefer the president over his challenger, and Democrats have done their best to emphasize GOP opposition to abortion and even suggest the party might try and curtail access to contraceptives if it wins power.

Whatever the impact of those issues, the polls show the economy is overwhelmingly the dominant issue in the race, and on that, the voters narrowly say they trust Romney more.

In an AP-GfK poll taken Aug. 16-20, some 48 percent of registered voters said they trust Romney more on economic issues, to 44 percent for Obama.

However, a Washington Post-ABC News in the days immediately before the convention found that 61 percent of registered voters said Obama was more likable, and 27 percent said Romney.

The convention took place in an atmosphere of security that was both stringent and selective. Thousands of police from all over the country, joined by National Guard troops, Secret Service and others, stood in small groups at checkpoints, demanding those entering a secure area display proper credentials numerous times.

But former Michigan Gov. John Engler and an aide were hustled to the front of a long line waiting to clear security at one building.

Romney's long-ago rivals for the party nomination had bit roles at his convention, if that.

Michele Bachmann and Herman Cain posed for a photo after running into each other at the convention center. Newt Gingrich and Rick Santorum were also in town, as well, both with speaking slots, unlike Bachmann and Cain.

With the help of beneficial bacteria, plants can slam the door when disease pathogens come knocking, University of Delaware researchers have discovered.

A scientific team under the leadership of Harsh Bais, assistant professor of plant and soil sciences in UD's College of Agriculture and Natural Resources, found that when pathogens attempt to invade a plant through the tiny open pores in its leaves, a surprising ally comes to the rescue. Soil bacteria at the plant's roots signal the leaf pores to close, thwarting infection.

The fascinating defense response is documented in video and micrographs of live plants taken by confocal and scanning electron microscopes at UD's Bio-Imaging Center at the Delaware Biotechnology Institute.

The research, which explored the interaction between the soil bacterium Bacillus subtilis and the laboratory plant Arabidopsis thaliana, is published in the August issue of The Plant Journal. The findings underscore both the importance of root-based processes in plant defense and the potential for bolstering plant immunity naturally through the emerging field of probiotics.

Postdoctoral researcher Amutha Sampath Kumar is the lead author of the journal article. In addition to Bais, the co-authors include postdoctoral researcher Venkatachalam Lakshmanan, researchers Jeffrey L. Caplan, Deborah Powell and Kirk J. Czymmek of UD's Bio-Imaging Center, and Delphis F. Levia, associate professor of geography. The National Science Foundation, University of Delaware Research Foundation and Delaware Experimental Program to Stimulate Competitive Research (EPSCoR) provided funding for the study.

Millions of stomata, consisting of microscopic pores surrounded by guard cells, cover the above-ground parts of plants, from the stems to the flower petals. The pores resemble tiny mouths, or doors, which the guard cells open and close to allow carbon dioxide, oxygen, water and minerals in and out of the plant.

Pathogens also can slip through these stomata and begin infecting the plant. In addition to ramping up plant disease resistance, the use of this rhizobacteria to promote drought tolerance in plants could be a very promising avenue, Bais notes.

"Many bacterial pathogens invade plants primarily through stomata on the leaf surface," Bais says. "But how do plants fight off infection? In our studies of the whole plant, we see this active enlistment by Bacillus subtilis, from root to shoot."

Strikingly, the research team's data revealed that of different root-associated soil bacteria tested, only Bacillus species were effective in closing the stomata and for a prolonged period.

"We know only 1 to 5 percent of what this bug Bacillus subtilis can do, but the potential is exciting," Bais notes, pointing out that there is increasing commercial interest in inoculating crop seeds with beneficial bacteria to reduce pathogen infection. A scientific team under the leadership of Harsh Bais, assistant professor of plant and soil sciences in UD's College of Agriculture and Natural Resources, found that when pathogens attempt to invade a plant through the tiny open pores in its leaves, a surprising ally comes to the rescue. Soil bacteria at the plant's roots signal the leaf pores to close, thwarting infection.

The fascinating defense response is documented in video and micrographs of live plants taken by confocal and scanning electron microscopes at UD's Bio-Imaging Center at the Delaware Biotechnology Institute.

The research, which explored the interaction between the soil bacterium Bacillus subtilis and the laboratory plant Arabidopsis thaliana, is published in the August issue of The Plant Journal. The findings underscore both the importance of root-based processes in plant defense and the potential for bolstering plant immunity naturally through the emerging field of probiotics.

Postdoctoral researcher Amutha Sampath Kumar is the lead author of the journal article. In addition to Bais, the co-authors include postdoctoral researcher Venkatachalam Lakshmanan, researchers Jeffrey L. Caplan, Deborah Powell and Kirk J. Czymmek of UD's Bio-Imaging Center, and Delphis F. Levia, associate professor of geography. The National Science Foundation, University of Delaware Research Foundation and Delaware Experimental Program to Stimulate Competitive Research (EPSCoR) provided funding for the study.

Millions of stomata, consisting of microscopic pores surrounded by guard cells, cover the above-ground parts of plants, from the stems to the flower petals. The pores resemble tiny mouths, or doors, which the guard cells open and close to allow carbon dioxide, oxygen, water and minerals in and out of the plant.

Senior officials at the US National Institutes of Health (NIH) have concluded that a major chimpanzee research centre did not violate the biomedical agency?s breeding moratorium, despite 130 infants being born at the centre to NIH-owned parents between 2000 and 2010 (see 'Lab bred chimps despite ban').

The assessment, carried out by the NIH?s Office of Extramural Research and obtained by Nature under the US Freedom of Information Act, argues that the New Iberia Research Center (NIRC), part of the University of Louisiana at Lafayette, did not violate the 17-year-old moratorium for two reasons. First, its 3?4% mortality rate during the period matched those of other NIH-supported chimpanzee centers. Second, the centre did not make additional charges to the NIH as a result of the births.

?Based on?a decrease in census and no increase in cost?NIRC has not violated the [NIH] moratorium,? the document states. It also argues that the NIRC?s contraception program ? which it says led to a 13% average annual conception rate in the years leading up to 2010, down from 50% in 1995 ? ?is within acceptable limits? for preventing pregnancy in the federally owned colony. It notes that the NIRC has assumed ownership of the infants, as is required under its written agreement with the NIH.

The Louisiana centre houses approximately 350 chimpanzees, of which the NIH owns 111. The agency pays the centre more than US$1 million a year to maintain its own animals and to support about 100 other chimps. Because of the high costs of lifetime maintenance of chimpanzees, the NIH has had a breeding moratorium in place since 1995. During the period in question, the NIRC used contraceptive methods that included: housing males and females separately when social groupings allowed; performing vasectomies on selected males; and using the implantable progestin Norplant and intrauterine devices.

Ongoing efforts
James Blanchard, the interim director of the NIRC, said in an email this week that the NIRC?s conception rate for the past two years has been less than 1%. This, he wrote, ?is a reflection of our ongoing efforts to provide responsible management of the NIH chimpanzee colony.?

But Kathleen Conlee, vice-president for animal-research issues at the Humane Society of the United States, which first learned of the births through public-records laws, says that the criteria used by the NIH to determine whether the ban was breached ? whether the center?s costs or total census increased ? are ?unacceptable?. ?How NIH has interpreted whether the NIRC bred chimpanzees is very misleading,? she says. ?It should be based on whether breeding occurred.?

Conlee notes that an NIH working group is now determining criteria for the agency?s funding of future chimpanzee research, responding to a report made last year by the US Institute of Medicine that concluded that invasive research is largely unnecessary. In addition, Congress is considering a bill that would end invasive research in great apes (see 'Bill to end US chimp research advances'). In this context, Conlee says, NIH officials ?are driven to not appear as if they weren?t properly monitoring the situation?.

But Gregory Kaebnick, a bioethicist at the Hastings Center in Garrison, New York, says that the drop in the reproduction rate during the moratorium indicates that ?the chimps were breeding, but the NIRC arguably was not breeding them?.

However, he adds, ?Though what NIH is doing here is comprehensible, within the letter of the law, there?s a certain amount of foot-dragging. Ultimately, they need to come to terms with the larger ethical debate.?

Jos? Ram?n Martel, a lower house lawmaker from Mexico's PRI party, has called on the government to issue enabling regulations for the national public-private partnership (PPP) law, according to a PRI party release.

The PPP law was approved on January 16 and, according to its terms, enabling regulations must be passed within one year. Now, over seven months on, the regulations are nowhere in sight.

The "strange delay" in implementing the regulations is "having a high cost in terms of lost opportunities for the country," states the release.

Martel is not alone in this opinion. Luis Z?rate, president of the national construction chamber, CMIC, recently said that the delay in implementation could lead to a loss of 350bn pesos (US$26.7bn) in private sector investment this year.

Once the regulations are implemented, some 80% of projects are expected to be carried out under the PPP model, according to the release.

While this estimation is well above the 30% estimated by construction firm ICA's CEO Alonso Quintana, industry experts agree on the future importance of the law.

The PPP law is "the touchstone for the development of new infrastructure projects, an incentive for investment, creation of employment and economic growth," said Martel, but "a law without an enabling act helps nobody," Z?rate said.

If you're lacking the mental perspicacity to memorize that bizarre string that constitutes your Google+ profile (or business page) we've got some good news -- Google's continuing its roll-out of custom URLs to its most popular social network pages. You'll have to make sure that you stake a claim to your pre-approved URL when the box appears on your page -- fortunately it's pretty hard to miss, sticking out along the top of your well-known profile / page. Lesser known brands and 'personalities' will have to wait a little longer, but Product Manager Saurabh Sharma says that the custom URLs will continue to trickle down the system "in the future."
