Two Virginia Schools Top Rankings Of University Values

The University of Virginia climbed Kiplinger's rankings from No. 3 to No. 2.
Two Virginia colleges are being recognized as giving students and parents the biggest bang for their buck.
The ranking, by Kiplinger's Personal Finance, highlights four-year schools that judges determined have excellent education-to-cost ratio.? They considered factors like graduation rate, admission rate, and student-faculty ratio.
The University of Virginia came in as the second-best value in the rankings of public schools ? up one spot from last year. It was bested only by the University of North Carolina Chapel Hill.? The College of William and Mary came in fourth.
James Madison University came in at 20th, Virginia Tech was 28th, the University of Mary Washington was 53rd, and George Mason University was 56th.

Israel to seize Jerusalem village land to construct wall (Ma'an News Agency)
BETHLEHEM (Ma'an) -- Israeli authorities issued notices on Friday to annex 456 dunams of land from a Jerusalem village in order to build part of its separation wall, local officials said.
Head of Beit Iksa village council Kamal Hababa said villagers were shocked when they saw the notices detailing plans to seize agricultural land, officials news agency Wafa reported.
The notices invited residents to participate in a tour with Israeli military officers along the proposed route of the barrier, Hababa said, adding that villagers refused to take part and vowed to confront soldiers if they come to the village.
The wall, when finished, will surround the village on all sides and annex around 12,000 dunams of agricultural land used for growing olive trees and grape vineyards.
Beit Iksa's 2,000 residents will be left with only 300 dunams of land for natural growth and will be separated from Jerusalem and isolated from the rest of the West Bank, Jerusalem governorate official Muhammad Tari said.
Beit Iksa village is located in Area B but is physically isolated from surrounding areas, with residents having to cross a checkpoint to access the West Bank.
The village is located directly opposite the illegal Ramot Allon settlement, which is considered part of Jerusalem by Israel but is illegal under international law.

There has been no Christmas miracle for Australia's embattled retail sector, with the traditional shopping season doing little to shift downbeat forecasts for the year ahead.
Retailers reported good, but not great, Christmas sales as thrifty consumers looked for bargains online and in shops.
"I think it's going to continue to be gloomy for at least the first half of the year," said Margy Osmond, chief executive of the body representing big retailers, the Australian National Retailers Association.
"I think we're going to see more impact in the discretionary spend areas from online.
"I hate to say it, but I think we're going to see some more reasonably high-profile failures."
She said sales growth in the Christmas period would "probably sit at around 4 per cent".
"While that sounds okay, it's not really, because decent growth is six per cent and we haven't seen that for a very long time," she said.
According to the association's yearly survey of shoppers in the lead-up to the Christmas rush, 59.4 per cent planned to pay with cash. This is up from 58.7 per cent last year.
"It all fits the mindset of a very conservative consumer - that they're not interested in a huge amount of debt," Osmond said.
Russell Zimmerman, executive director of the Australian Retailers Association, which represents smaller retailers, said solid trade during Boxing Day sales did not represent a reversal of the weak consumer confidence that had plagued Australian retailers this year.
"I think it's more about the fact that they've got an opportunity to get goods at very discounted prices and... I don't know that the confidence has returned yet," Zimmerman said.
"Someone said to me in the lead-in that they've had a good Christmas, but not a great Christmas. I think that sums it up. I think that's how we are going to go into next year, remembering that at some stage next year we are going to have an election, and elections always slow retail down."
Department store Myer reported record sales of gift cards this year and, Osmond said, booming sales of gift cards reflected the conservative mood of consumers.
"What a gift card is perceived as is the ultimate in value because, whatever you pay for it when you buy it, it will be worth more than that in post-Christmas sales," she said.
"So it completely fits the mindset that says cash, that says I'm a bit concerned about the world at large."
Many retailers used their online shops to move Boxing Day sales forward, with some starting to discount as early as Christmas Eve.
Osmond said retailers were reporting a "huge" Christmas online.
"I think what you're seeing now is that the biggest online operators in the country are what were the traditional bricks-and-mortar stores, who don't view that as a sufficient offering to their customers any more."
She said the change was driven by customer demand.
"That's why you've seen so much change in the last 12 months, and I think you'd be looking at significantly more investment in this over the next 12 months."
Linda Burgess, manager of Highpoint shopping centre in Maribyrnong, Victoria, said customer numbers indicated people still held out for in-store sales.
"It's that instant gratification that customers get on a day like [Boxing Day], which you can't get online," she said.
The National Australia Bank said it registered more than 3.8 million ATM, EFTPOS, debit and credit card transactions on Boxing Day, at a peak rate of about 100 a second. The spike is an increase from NAB transactions over the past year, which grew at a rate of 15 per cent.
But an NAB spokesman said the year-on-year growth could also be a reflection of the increasing use of cards over cash for shoppers.
Meanwhile, US holiday retail sales this year have grown at the weakest pace since 2008, when the country was in a deep recession.
In 2012, the shopping season was disrupted by bad weather and consumers' rising uncertainty about the economy.
A report that tracks spending on popular holiday goods, the MasterCard Advisors SpendingPulse, said that sales in the two months before Christmas increased 0.7 per cent, compared with last year.
Many analysts had expected holiday sales to grow 3 to 4 per cent.
In 2008, sales declined by between 2 per cent and 4 per cent as the financial crisis that crested that fall dragged the economy into recession.
A 4 per cent increase is considered a healthy season.
Shoppers were buffeted this year by a string of events that made them less likely to spend - superstorm Sandy and other bad weather, the distraction of the presidential election and grief about the massacre of schoolchildren in Newtown.
The numbers also show how Washington's current budget impasse is trickling down to Main Street and unsettling consumers.

Iraq war veteran charged with killing his Wisconsin cop wife
MILWAUKEE (Reuters) - A decorated U.S. Iraq War veteran was charged on Thursday with gunning down his wife, a Wisconsin police officer, in a parking lot as she was on patrol duty the day before Christmas.
Benjamin Sebena, 30, who faces one count of first-degree intentional homicide, is accused of shooting his wife, Jennifer, 30, five times outside a fire station in the Milwaukee suburb of Wauwatosa early Monday.
Benjamin Sebena "laid in wait" for his wife for several hours and when she left the building, he shot her, according to the criminal complaint. He fired twice with a 9 millimeter handgun. Then he grabbed her service revolver, a .40 caliber, and shot her with that three times more.
Jennifer Sebena had told a fellow police officer earlier in December that she had been a victim of domestic violence and that her husband had put a gun to her head, the complaint said.
"He stated he had been jealous of other men with regards to his wife," investigators wrote in the complaint.
The ex-Marine from Wisconsin served two tours in Iraq, according to a testimonial video that he appeared in for his church in 2010.
On the video, the Purple Heart recipient describes recommitting himself to God after having his leg, arm and chest injured during a 2005 mortar attack in Ramadi, Iraq that took the life of a friend.
"I was a Marine. We're trained to kill. We're trained that death is OK. (I) wasn't trained how to deal with the death, but we're definitely trained to kill," he said, speaking from a church pew.
The couple met online when he was in Iraq and began exchanging emails while he was in recovering from his injuries in California. The two began dating after he returned to Wisconsin.
Sebena was interviewed for a story in the 2010 edition of the VAnguard, a magazine published by a U.S. Department of Veterans Affairs. In the article, Sebena is said to have been suffering from post-traumatic stress disorder.
A Milwaukee County Circuit Court judge set a $1 million cash bond for Sebena and scheduled a preliminary hearing for January 3.

Learning gardens seek to combat childhood obesity - Colorado ...
Give a child the proverbial choice between candy and a carrot, and he?ll likely choose candy ? unless he helped grow the carrot.
The hypothesis was one of many posited by District 11 dietician Jamie Humphrey last fall as she helped to launch a large garden at the Galileo School of Math and Science.
The students proved her right.
?The little cherry tomatoes are so sweet ? the kids just eat them up like they?re going out of style,? she said.
Humphrey hopes that noshing on nutrient-dense produce is a habit the school?s students will maintain.
?If kids are choosing healthy foods versus foods that are high in sugar, salt and fat, they will make healthier food choices as they grow into adults,? she said.
A GROWING PROBLEM
Nearly a third of American children are overweight or obese, according to a 2010 report released by the White House Task Force on Childhood Obesity.
As such, they?re more likely to develop conditions such as asthma and Type 2 diabetes at a young age.
For some kids, obesity is a phase. For others, it?s the start of a potentially deadly trend. Obese children are more likely to turn into obese adults. Obese adults are at a greater risk of developing a host of conditions such as heart disease and some forms of cancer.
Though Colorado is one of the more fit states in the nation, it isn?t immune to the epidemic. The percentage of obese children in the state climbed from 9.9 in 2003 to 14.2 in 2007, dropping Colorado from its position as a leader in childhood fitness to middle of the road when compared with other states, according to data released by The Colorado Health Foundation.
Among the nearly 1,700 children enrolled in Head Start and Colorado Preschool programs in El Paso County, numbers are even higher: 22 percent are obese.
?In this country, community and in our program, we have an epidemic of really young children who are suffering from obesity,? said Noreen Landis-Tyson, president of the Community Partnership for Child Development, which runs the programs in the county. ?To me, this is a resource issue, an educational issue, a stress issue.?
Sukie Jackson, director of the Ruth Washburn Nursery Cooperative, agrees that childhood obesity sometimes boils down to a lack of education, not resources.
Since 1999, the center has been home to a number of learning gardens, including a vegetable garden with a chicken coop.
Though 20 percent of the center?s students are on scholarships, the majority come from households that can afford the center?s tuition, which tops out near $4,000 a year for four half-day sessions a week.
Yet some students still battle obesity, Jackson said.
The center?s parents have been known to have passionate discussions about the differences between carrot muffins, which are considered acceptable snacks for school, and frosted carrot cake, which is not.
?You can?t assume that someone who is not on a scholarship gets good food at home,? Jackson said.
AN EFFECTIVE WEAPON
Learning gardens can?t cure childhood obesity, but studies show that they?re effective in combating it.
Travis Robinson would know. He?s the managing director of Boulder-based nonprofit The Kitchen Community, founded last year with the aim of whittling away at childhood obesity rates by connecting kids with ?real food.?
Founders chose learning gardens as their weapon of choice because they increase kids? consumption of fruits and veggies two and a half to three times. They do so by providing children with a ?basic knowledge of where their food comes from,? Robinson said.
?They don?t know what grows underground, what grows aboveground,? he said. ?It?s that basic knowledge that results in behavioral changes.?
The organization has so far helped to launch more than 20 learning gardens, including one at the Fort Carson Head Start Center, run by Landis-Tyson?s organization.
Volunteers installed the Fort Carson garden?s infrastructure in the fall, and center employees plan to sow seeds in the spring.
Come harvest season next year, they hope the garden yields a bumper crop of colorful, robust vegetables and herbs, which they plan to sneak into snacks and send home with children.
Landis-Tyson hopes that the Fort Carson center sees results similar to that of the Galileo School.
?It?s about taking the mystery out of some really healthy foods and giving kids a chance to try them,? she said.
?They?re much more likely to try something they?ve had a hand in growing than something that comes out of a can.
